近年來公共圖書館提供讀者之各項資源與服務愈趨豐富且多元，然而也因此面臨人力資源嚴重不足的問題。如何讓志願服務人員參與公共圖書館工作，提供良善的管理、訓練與運用並結合其智慧與經驗，與正式編制人員共同提升圖書館服務品質，是當代公共圖書館值得思考的重要課題。
In recent years, while public libraries provided more resources and multiple services to their users, they also faced a severe problem of lacking human resources. Therefore, how to recruit volunteers and have them participate in public library services with well training and management as well as make good use of their wisdom and experiences to collaborate with library employees for the advancement of public library service quality is an important issue for contemporary public libraries.
